This project was conceptualized to complement the mission of the DENR against illegal logging and mining by providing a means by which confiscated or abandoned logs and forest products, minerals and mineral products as well as conveyances and equipment used in the commission of the crime are disposed. It serves the function of additional deterrent by making those acts unprofitable and redirecting the proceeds to support public ends.
Disposition is made either by donation (as in the case of conversion of illegal logs into school furniture to augment the needs of the Department of Education) or by public bidding subject to existing laws, rules and regulations. By virtue of memorandum orders issued by every DENR Secretary since the 1980’s, this project has come to encompass abandoned logs/timber and lumber/flitches and mineral products as well as trees uprooted by natural calamities. Abandoned logs and uprooted trees rapidly deteriorate when left exposed to the elements and the government is at least able to mitigate this loss by realizing income through their straightforward disposition.
The disposition of abandoned or confiscated minerals, on the other hand, has the added urgency of removing from the environment those toxic substances that may pose health risks to the local community. The income generated from the sale of these items have been used to finance NRDC’s support services, upland development and forest protection activities and in strengthening the enforcement capability of the DENR on anti-illegal logging campaign and logs retrieval operations. In the preceding year, NRDC began remitting the DENR's share to the National Treasury in support of national development goals.
